Bufferbloat is a phenomenon that happens when excessive buffering causes high latency, even when bandwidth appears adequate.
It occurs when Packet Switches has overly large buffers that fill up during periods of Congestion. This mean that Packets gets queued rather than dropped. While this seems beneficial, its better to drop packets such that TCP connections can turn down their sending rate to mitigate the congestion.
